C28 were a development of the C27 but had largely been displaced by diesels by the 1970s and few pictures seem to have been taken of them at work. C2843 was not steaming well and was very late leaving Tulungagung with a train from Blitar to Kertosono on 18th May 1976, so there was no need to ask for the smoke. (RD)
